सरकारको खर्च कटौतीलाई सुझाव

 नयाँ सरकारले कठोर मितव्ययिता नीति (austerity measure) अपनाउने निर्णय गरेको छ । मन्त्रीहरूले तलब भत्ता सुविधा नलिने, २० प्रतिशत दरबन्दी कटौती गर्ने, बैठक भत्ता खारेज गर्ने, टुक्रे परियोजना खारेज गर्ने आदि स्वागत योग्य छन् । यी तलका एक दुईवटा थप्न मिल्छ भने तुरुन्तै थपियोस्: - 

१. पालिका जलाइनुमा मेयर साहबहरूका नयाँ स्कर्पियो मोह पनि हो । अब कुनै पनि तहका सरकार र निकायमा नयाँ मोटर नकिनियोस् । मन्त्री वा अधिकारीहरूलाई सार्वजनिक सवारी साधनमा हिँड्ने दैनिक भाडा दियो भने सार्वजनिक यातायातलाई सुधार गर्न अर्को दबाब पनि सिर्जना हुन्छ। शिक्षकलाई चाहिँ छोराछोरी सरकारी स्कुलमा पढाउ भन्ने, अनि आफू चाहिँ सार्वजनिक यातायातमा हिँड्न नसक्ने? सार्वजनिक यातायातमा हिँड्न नसक्ने हो भने पनि प्राइभेट कम्पनीहरूको सवारी साधन भाडामा लिँदा दीर्घकालमा मोटर खरिद गर्नुभन्दा सस्तो पर्छ । यदि सरकारी सवारी साधनको प्रथा नै अन्त्य गरियो भने निजी क्षेत्रले अर्को एउटा व्यवसायको अवसर पाउँछ । मरणासन्न अर्थतन्त्रलाई यसले पनि अलिकति टेवा पुर्‍याउँछ । आशिका तामाङ बहिनीले पनि शनिबार सरकारी गाडी रुँगेर हिँड्ने ड्युटीबाट छुट्टी पाउँछिन्। 

२. कुनै पनि सरकारी भवनहरू अब १० वर्ष नबनाउँ । कार्यालयहरू डिजिटाइज गरेर कागजविहीन बनाऔं । अत्यन्त जोखिमपूर्ण कागजपत्रहरू राख्नलाई प्रत्येक सदरमुकामको बीचमा एउटा multi compartmental strong room बनाऔं र ६ बजे भित्रमा यस्ता कागजात त्यहाँ पुर्‍याउने व्यवस्था मिलाउँ। तर पूर्ण डिजिटाइज गर्न सकेको अवस्थामा कागजको त्यति धेरै आवश्यकता पर्दैन । कार्यालयहरू टेन्टमै चलाउँ, ताकि मरिहत्ते गरेर कुर्सीको लोभमा पर्नेलाई त्यता जान अल्छी लागोस् । देश बनाउने हुटहुटी भएकालाई त टेन्ट होस् कि चौर होस् कि भव्य महल होस् - केही फरक पर्दैन । अहिले भवन बनाउने पैसाले त जनताले महसुस गर्न सक्ने गरी हामी धेरै विकास र परिवर्तनका काम गर्न सक्छौँ। डिजिटाइजेसन गर्न त त्यसको ५% पैसा पनि लाग्दैन। 

३. जनपद प्रहरीलाई शान्तिको जिम्मा दिउँ, सुरक्षाको हैन । सुरक्षाको जिम्मा त सशस्त्र प्रहरी र सेनाले लिने हो। गोलीगठ्ठा नकिनेर त्यो पैसा बचाइयो भने जनपद प्रहरीलाई शान्तिको जिम्मा दिन आवश्यक पर्ने तालिम खर्च प्राप्त हुन्छ।  साथै हतियार खरिदमा हुने अपारदर्शी विवाद र शङ्काहरू समेतबाट बच्न सकिन्छ। हाम्रो प्रहरीलाई शान्तिको तालिम पटक्कै छैन भन्ने कुरा राजावादी आन्दोलन र जेन्जी movement मा प्रहरीको विभत्स प्रस्तुतिका घटनाहरुबाट पुष्टि भएको छ। प्रहरीलाई यस्तै हालतमा छोड्ने हो भने जुनसुकै सरकार पनि बदनाम भइरहन्छ।

४. जनताले अत्यन्त भ्रष्टाचार हुने कार्यालयहरू भनी बदनाम भएका यातायात व्यवस्था कार्यालय, मालपोत, भन्सार, CTEVT आदिलाई पहिलो चरणमा पूर्ण अटोमेसनमा लैजाउँ, जहाँ कर्मचारी र उपभोक्ताको भेटै नहोस्। एकजना व्यापारीले मलाई के भन्नु भएको छ भने कर्मचारीले परैबाट देख्यो भने पनि गोजीको पैसा घट्छ रे । यसबाट इमान्दार कर्मचारीहरूले समेत शिर निहुराएर हिँड्नुपर्ने अहिलेको अवस्था हट्छ । 

५. प्रत्येक किसान दर्ता गरौं र बैंक खाता खोल्न अनिवार्य गरौँ। मलखाद खुल्ला बजारमा पूरा मूल्यमा किन्न पाउने व्यवस्था मिलाउँ । दर्ता भएको किसानले बजारबाट पूरा मूल्यमा आवश्यकता अनुसारको मलखाद किन्न सकोस्। र भनेको समयमा बाली लगाउन पाओस्। मलखाद किन्नासाथ सरकारले दिने अनुदान उसको बैंक खातामा जाने  डिजिटल व्यवस्था मिलाउँ।

कठोर कुराको सुरुवात गर्न नयाँ युग नै पर्खनुपर्छ। अहिले उचित समय छ। नयाँ सरकार! हिम्मत गर्नुस्। यी कामहरूमा जनताले साथ दिन्छन् जस्तो लाग्छ।

खर्च घटाउन तपाईँलाई लागेका अरु केही कुरा भए कृपया तल लेखिदिन अनुरोध गर्छु।

Suggestions for Cutting Government Expenditure

The new government has decided to adopt strict austerity measures. Decisions such as ministers not taking salaries and allowances, a 20% reduction in quotas, scrapping meeting allowances, and terminating fragmented projects are welcome. A few more measures could immediately be added, such as:

1. End the mayors’ craze for new Scorpios in municipalities. No level of government or agency should purchase new vehicles. If ministers and officials are instead given daily allowances for using public transport, it would create added pressure to improve public transportation. Teachers are told to send their children to government schools, but why can’t leaders ride public buses themselves? Even if public transport is not feasible, renting vehicles from private companies is cheaper in the long run than purchasing new ones. If the practice of government vehicles is abolished altogether, the private sector will gain a new business opportunity. This will also provide some support to our dying economy. Sister Ashika Tamang would even be relieved from her Saturday duty of polishing government cars.

2. Do not build any new government buildings for the next 10 years. Instead, digitize offices and make them paperless. For highly sensitive documents, establish a multi-compartment strong room in each district headquarters and ensure that such documents are deposited there before 6 PM every day. In a fully digitized system, however, the need for paper will be minimal. Let offices run from tents if necessary—so that those lusting after chairs and perks will feel too lazy to go there. For those genuinely eager to build the nation, whether it is a tent, an open field, or a grand palace makes no difference. With the money saved from constructing buildings, we could carry out far more development and transformative works that people can actually feel. Digitization itself would cost less than 5% of that amount.

3. Assign the People’s Police (Janapad Police) the responsibility of peace, not security. Security should be the mandate of the Armed Police Force and the Army. By saving money from not purchasing bullets and ammunition, funds could instead be allocated for the training necessary to prepare the Janapad Police for peacekeeping. This would also eliminate the opaque controversies and suspicions that surround weapons procurement. The complete lack of peacekeeping training in our police force was already proven by their horrific performance during the royalist protests and the Gen-Z movement. If the police are left in this condition, any government will continue to be disgraced.

4. Fully automate the offices notorious for corruption—such as the Transport Management Office, Land Revenue Office, Customs, and CTEVT—in the first phase, so that employees and service-seekers never even meet. A businessman once told me that even if an employee sees him from afar, he already feels his pocket getting lighter. This reform would also free honest employees from having to walk with their heads bowed in shame under the current situation.

5. Register every farmer and make it compulsory for them to open a bank account. Ensure that fertilizers are available in the open market at full market price. Registered farmers should be able to buy as much fertilizer as they need at the market rate and thus plant crops on time. The government subsidy should be transferred directly to their bank account as soon as the fertilizer is purchased, through a digital system.

To begin strict measures, we don’t need to wait for a new era. The right time is now.
